Would it be possible to add a Bring to Front/Send to Back feature for the layout? If you want to add a background or a new boxlater on, such as is possible in PowerPoint and other Office products, you can't send an item to the background, or re-order any of the elements.

This is already in there.

Go to the Layout tab.
Click on the object that you want to move to the front/top or back/bottom of the display and then click on the "Red/Green" buttons in the Garden Layout window.

That should solve your problem. Let me know if you have problems with that.
