The "Plant Lib" radio button is grayed out in every tab in my plangarden.

1) How do I access it?

2) what is it?

Post Where is the Plant Library 
Plangarden has a database of thousands of vegetable varieties a while back.
A prototype was coded up that 1/2 worked, and was quickly demonstrated.
At the time it was thought that we would do two releases of Plangarden.
The first would be on the database, the second would be a new engine.
When building the new database into the product, it was realized that it made more sense to build the new engine first.
We are nearing the completion of the new engine that has a new database under the hood.
Soon a powerful Plant Library will follow.
